Concept
In 1959, a wooden government office building was moved to this site, but due to the aging and narrowness of the building, it was newly reconstructed. In the reconstruction process, since the river basin and river information is currently collected by computer in real time for river flood control monitoring, it was required to reconstruct the government office building and renovate the existing building without interfering with the work. For the exterior, we wanted to express a firm and solid character, so we chose a symmetrical, strong, and stable composition, and for materials, we selected heavy steel frames and bricks, which were used in civil engineering projects that promoted the development of modern Japan during the Meiji Era. The interior consists of highly flexible, open offices that allow for smooth and prompt business communication and can accommodate future organizational changes. The entire site is used as a rainwater harvesting facility as a model facility, not only for its flood control function, but also for its water conservation function, and the exterior and landscape planning were also taken into consideration.
